To answer your first question about best web hosting in my humble opinion I think the leader today in hosting is Hostgator. As a matter of fact I am hosted with them and I find them extremely helpful. They also have a chatline service which again in my opinion is a very helpful thing because you can access them at once if you have a problem without having to wait for an answer to a submitted ticket which could take a very long time.

Also webhostingpad and Bluehost seem to be ok hosting companies. Webhostingpad is having a bargain I think they have lowered their hosting price from $3.99 to $1.99 per month.

However, take a look at http://www.cheapbusinesshostingblog.com and check them out they have a list of about 15 or 16 companies with reviews of these companies and also the different plans and prices. They also provide coupon codes and some fancy rebates which they keep their word about.

I’ve used Omnis, http://www.omnis.com/ ,for mine. My site is is just a small family site. But the tech support there is pretty good, and price is okay. Not sure about Yahoo hosting, they are really overpriced. And GoDaddy seems too budget and too many customers.

I’ve also heard good things abut HostGator.
