How about $7.49 per year for a .COM domain name from www.EasyDomains2U.COM?

You could certainly register a domain name for 10 years (or 5 years) if your intention is not to put up with the hassles of having to renew the registration every year.

Not sure whether this helps at all,

Can't do it, but it is possible to register it for 10 + years. GoDaddy will allow registry for years. Hit them while the registry's are on sale and it could cost as less as $100.00 for 10 years. With domains there is no such thing as a "one time fee", always gotta pay the piper.
References :
GoDaddy

You can't just buy a name and never have to pay again....the name has to be registered with ICANN(i think it is) otherwise after the year is up no-one will be able to go to your site.
