If you buy a domain and transfer it, do you pay twice?

If i was to buy a cheap domain name from a company and then transfer it over to my freewebs account, do I have to pay again to freewebs?

You usually pay 2 parts, hidden as one fee. You pay to have the name registered with an National Internet registration organization, so it is yours, and you pay to have a hosting company to "register" it on the internet via their DNS servers, so people can find it.
The second part is transferable, but sometimes they (hosting company) charge a transfer fee because they have to do the "paperwork", to notify the registrar of the move, and update their DNS.

    you have to check this with freewebs. Normally it is free. I used 1&1 to host my website and then I bought a cheap domain name and transferred it for free.
